About this opportunity

The County of San Mateo is requesting proposals for blood products and blood services to support San Mateo Medical Center (SMMC), a fully accredited public hospital and clinic system, with proposals due August 28, 2026 at 1:00 p.m. and questions due August 7, 2026. A 5 to 10 percentage point local-business preference under the County's Procurement Preference for Local Businesses Ordinance applies to local businesses, local nonprofits, small businesses, and micro businesses.

The scope requires twice-daily delivery Monday through Friday and once-daily on weekends of red blood cells, fresh frozen plasma, platelets (single donor by apheresis), and pooled cryoprecipitate, along with immunohematology lab services and reference lab support. Based on 2025 usage, SMMC anticipates annual demand of approximately 888 units of red blood cells, 85 units of single donor platelets, 49 units of fresh frozen plasma, and 8 units of pooled cryoprecipitate. Proposers must have five years of prior experience providing similar services and hold FDA, CLIA, AABB, and any Deemed Status certificates. Proposers must be licensed and authorized to collect, process, and distribute blood products under California law; registered with SAM.gov; not debarred from federal or state health care programs; and maintain general liability of $1 million per occurrence, automobile liability of $1 million per accident, and professional liability of $1 million per occurrence and $3 million aggregate. Workers' compensation insurance is required as mandated by California.

The contract term is five years with no stated renewal options. Award will be made to the responsive, responsible proposer offering best overall value. No pre-proposal conference or site visit is scheduled. The RFP does not identify an incumbent or specify contract value or funding source. Contractors must comply with San Mateo County's Living Wage Ordinance (currently $17.00 per hour, adjusted annually by CPI-U, capped at 3.5%), HIPAA Business Associate requirements for Protected Health Information, Section 504 accessibility compliance, and corporate compliance code of conduct standards. All work products are owned by the County; intellectual property rights vest with the County as work-made-for-hire.
