About this opportunity
Texas Parks and Wildlife Department is requesting bids on a blanket fuel contract to supply Marine Grade No. 2 Diesel Fuel for law enforcement vessels under IFB 802-27-76408, with bids due July 29, 2026 at 2:00 p.m. Central Time. The contract runs September 1, 2026 through August 31, 2028, with options for up to three additional one-year renewals at the same terms and conditions, subject to funds availability and vendor performance.
TPWD anticipates annual orders of 11,000 gallons delivered in approximate 525-gallon increments on an as-needed basis. The fuel station must be located within five miles of the Galveston Yacht Basin (715 N Holiday Drive, Galveston, TX 77550) and capable of accommodating an 80-foot crew vessel seven days per week from 6:00 a.m. to 9:00 p.m. The vendor must demonstrate a minimum of three years of experience providing specified fuel services, with verifiable references from work completed within the past five years.
Pricing consists of a firm vendor constant per gallon combined with the Oil Price Information Service (OPIS) posted terminal price for the specified rack city on the day of delivery. TPWD is exempt from federal excise taxes on diesel fuel, and the vendor must provide fuel designated for non-taxable sale. Award will be made on an all-or-none basis to the respondent offering best value, considering lowest price, ability and qualifications, delivery and service schedule, past performance, life cycle costs, and installation costs.
Bid submissions must include a completed bid form, Exhibit A (Company Profile), and Exhibit B (Past Projects with Corresponding References). Invoices must be submitted monthly with detailed itemization including purchase order number, delivery dates, OPIS rack city designation, posted terminal price, fuel type, gallons delivered, vendor constant, and applicable discounts. Payment will be made within 30 days of receipt of a properly prepared invoice or acceptance of services, whichever is later. The contract is subject to termination for convenience with 30 days' written notice or for cause upon failure to comply with contract terms. TPWD reserves the right to increase or decrease quantities based on operational needs and budget constraints.
