About this opportunity

The Texas Parks and Wildlife Department is requesting proposals for blanket contracts to provide aquatic herbicide application services using spray-boat, drone, and ATV-based delivery methods for invasive species treatment on public water bodies throughout Texas, with proposals due November 17, 2026 at 2:00 p.m. Central Time. A HUB Subcontracting Plan with a 0.05% subcontracting goal for Veteran Heroes United in Businesses (VetHUB) is required.

Respondents must hold a current Commercial Pesticide Applicator's License and Aquatic Certification from the Texas Department of Agriculture, plus FAA Remote Pilot Certificate (Part 107) and Agricultural Aircraft Operator Certificate (Part 137) for drone operations. Minimum experience includes three years of professional aquatic herbicide application services and completion of at least three similar projects within the past five years. Target invasive species include Giant Salvinia, Hydrilla, Water Hyacinth, Giant Reed, and Salt Cedar.

TPWD will furnish all herbicides and surfactants except where individual project scopes require contractor supply, in which case reimbursement applies. Contractors must maintain Commercial General Liability insurance ($2 million aggregate) and Workers Compensation at statutory limits plus Pesticide/Herbicide Applicator Coverage.

Proposals are evaluated on a weighted basis: Qualifications and Experience (40%), Equipment (20%), Technical Proposal (10%), Spill Contingency Plan (10%), and Compensation and Fees (20%). TPWD reserves the right to award multiple contracts and will select contractors for individual projects based on best value. Historical data indicates approximately 24,750 contracted service hours over five years, though award does not guarantee volume or funding commitment.

The initial contract term runs from execution through August 31, 2028, with options to renew for up to three additional one-year periods. Anticipated award is December 31, 2026. Questions are due October 30, 2026 at 2:00 p.m. Central Time; answers will be posted November 4, 2026.
