The selected contractor must provide Performance and Payment Bonds equal to 100% of contract cost within 10 days of award. Proposals will be evaluated on a 100-point scale: 30 points for experience, 20 for project management, 20 for financial capacity, 20 for cost, 5 for past performance, and 5 for submission responsiveness. Board approval is anticipated in September 2026, with project completion required by January 2028. Opportunity Home reserves the right to terminate the contract for convenience with 30 days notice and to modify schedule, negotiate fees, and reject proposals for non-compliance.
