About this opportunity

The City of Monroe, Georgia is seeking to convey development rights to an experienced developer, or multiple developers, to redevelop the former Walton Plaza Shopping Center located at 140 Blaine Street in East Monroe. The city purchased the 96,400 SF vacant retail center in 2017 and has rehabilitated 49,100 SF at the north end of the center. The city is now offering the excess portion of the 8.84-acre site, including the remaining 46,300 SF of vacant retail space, to the private sector for redevelopment. The city is seeking developers with a successful track record in developing historically sensitive, innovatively designed commercial and/or mixed-use developments, experience in developing quality market rate housing in walkable settings, and evidence of strong financial capability. Proposals will be evaluated based on the developer's experience, the proposed development vision and program, the development team's qualifications, and the proposer's financial capability. Sealed proposals must be received by 2:00 PM on Thursday, June 6, 2024.

The City of Monroe is open to flexible compensation terms, including purchase of the entire site, phased take-down, or ground lease of the commercial space. The city will consider supportive investments in public improvements if necessary to enhance the project's quality or make it financially feasible. There are no set-aside designations or restrictions on the types of organizations that can respond. The city reserves the right to reject any or all proposals and waive technicalities as it deems appropriate. The budget range for this development opportunity has not been disclosed.
