About this opportunity

The City of Calhoun, Georgia, issued a Request for Qualifications (RFQ) for engineering services related to the Blackwood Creek Sanitary Sewer Rehabilitation project, with statements of qualifications and proposals due by 5:00 PM on June 5, 2026. The procurement seeks qualified engineering firms with demonstrated expertise in assisting local governments with preliminary engineering reports (PER), final design, and construction administration for federally assisted projects. The immediate project involves sanitary sewer rehabilitation and/or replacement, with the City planning to submit an Appalachian Regional Commission (ARC) funding application. Deliverables include a draft preliminary engineering report due no later than June 15, 2026, followed by a full report by July 5, 2026, with an ARC pre-application deadline of June 19, 2026. Respondents must demonstrate qualifications including firm history and resources, extensive experience with federal funding programs, key personnel qualifications, current workload capacity, comprehensive scope of services, professional references, errors and omissions insurance coverage, and completion of the required statement of qualifications form. The City reserves the right to conduct interviews with shortlisted proposers before contract award to meet Georgia Environmental Facilities Authority (GEFA) two-step procurement requirements. Evaluation criteria emphasize the firm's proven track record in successfully managing federally funded projects and ability to navigate complex procurement and compliance requirements.

The contract may lead to additional projects over a five-year period from the notice date, potentially utilizing funding from multiple federal programs including Community Development Block Grants, Employment Incentive Program, Georgia Environmental Facilities Authority, Economic Development Administration, and other federally funded initiatives. Section 3 business concerns are encouraged to apply, though not all future projects may require Section 3 compliance. The procurement is subject to Davis-Bacon and Disadvantaged Business Enterprise (DBE) requirements, and projects must comply with the Build America, Buy America Act, requiring covered materials to be American-made, with the engineer responsible for obtaining and maintaining BABA documentation during construction. Respondents must submit fee percentages for the preliminary engineering report, application support, and design and construction administration services contingent upon project funding. No incumbent vendor or award value range is specified in the RFQ documentation. For additional information or inquiries, interested firms should contact Andrea Everett, Purchasing Agent, at 706-602-5682 or AEverett@calnet-ga.net.
