About this opportunity
The Commonwealth of Pennsylvania Department of Environmental Protection is soliciting on-call electrical maintenance services for the Blacklick Acid Mine Drainage Treatment Plant located at 4252 Wehrum Road, Vintondale, Pennsylvania, serving Cambria and Indiana Counties. The contractor shall provide comprehensive troubleshooting and repair services for electrical equipment including motor control centers, overload relays, variable frequency drives, motors, pumps, sensors, heaters, air conditioning units, lighting systems, and related treatment plant infrastructure, as well as installation and upgrades to support new or upgraded equipment. Service delivery requirements mandate non-emergency response within twenty-four hours and emergency response within three hours of notification, with the contract period commencing July 1, 2026, and terminating June 30, 2028, with options to renew for up to three additional one-year terms through June 30, 2031. Compensation is provided on a cost-reimbursement basis for labor (with defined hourly rates for regular and premium electrician and helper work), materials and parts (actual cost plus handling and administrative expenses not exceeding ten percent), and mileage reimbursement following U.S. General Services Administration rates. The bid award document allocates 100 hours of regular electrician labor, 32 hours of regular helper labor, 16 hours of premium electrician labor, 16 hours of premium helper labor, 5,000 invoices for parts and materials, and 2,400 invoices for mileage. Electronic bid submissions are due by 2:00 p.m. on Thursday, April 2, 2026, through www.emarketplace.state.pa.us, with award to the lowest responsive and responsible bidder meeting all requirements.
The procurement is subject to prevailing wage requirements under the Davis-Bacon Act, domestic sourcing mandates through the Steel Products Procurement Act and Build America Buy America Act requiring domestic production of steel, iron, and manufactured products with minimum fifty-five percent domestic content for manufactured goods, and compliance with Pennsylvania's Trade Practices Act prohibiting products from Brazil, Spain, South Korea, and Argentina. The contract requires contractors to maintain comprehensive general liability insurance and automotive liability insurance with minimum coverage of $500,000 per occurrence for bodily injury and property damage, plus workers' compensation insurance, and all contractor personnel must pass background checks prior to facility access. Federal compliance is mandatory for contracts funded in whole or in part with federal government funds or non-federal funds matching a federal grant, including registration in the System for Award Management (SAM.gov), Minority Business Enterprise and Women Business Enterprise reporting to RA-EPMBEWBE@pa.gov on a quarterly basis, and compliance with the Single Audit Act for contractors expending $500,000 or more in federal awards annually. While no specific budget range or award value is provided in the solicitation documents, the cost-reimbursement structure and defined hourly labor allocations suggest flexible budgeting based on actual service demand during the contract period. Upon contract renewal, the contractor may increase unit prices by a maximum of three percent with ninety days' written notice.
