About this opportunity
Gwinnett County Board of Commissioners is requesting sealed bids for rifle-rated armor plates under ITB BL118-26, with bids due August 20, 2026 at 2:50 p.m. local time at the Gwinnett County Purchasing Office, 75 Langley Drive, Lawrenceville, Georgia. The solicitation specifies Hardwire FBI Level 3+ Standalone Multi-Curve Plates (Model# HW-HBA-2023-01) certified against M855 ammunition — a single-source specification that filters bidders to authorized distributors of that product line.
The scope comprises 288 armor plates across five line items: 2 units of 8.75×11.75 SAPI plates, 66 units of 9.5×12.5 SAPI plates, 58 units of 10.25×13.25 SAPI plates, 18 units of 11×14 SAPI plates, and 144 units of 6×6 side plates. All plates must meet FBI Level 3+ certification standards. Large plates must not exceed 4.39 pounds, medium plates must not exceed 3.83 pounds, small plates must not exceed 3.54 pounds, and side plates must not exceed 1.14 pounds each, with maximum thickness of 0.59 inches across all plate types.
Pricing must include all costs associated with delivery and shipping, submitted with two decimal places only. Award will be made to the lowest responsive and responsible bidder. Gwinnett County reserves the right to reject any or all bids, waive technicalities, split bids, or award in entirety. No bid, performance, or payment bonds are required. Samples must be provided within five business days of request, labeled with supplier name, item number, and bid number. Successful vendors must hold a valid Gwinnett County occupation tax certificate if maintaining an office in unincorporated Gwinnett County and must comply with the Americans with Disabilities Act. Electronic payment is required upon award via ePayables virtual credit card or Direct Deposit. The public bid opening will occur at 3:00 p.m. via Teams meeting only, with apparent results available the following business day on www.GwinnettCounty.com. Questions are due by 3:00 p.m. on August 13, 2026, directed to Chelsey Ward, Purchasing Associate III, at Chelsey.Ward@GwinnettCounty.com or 770-822-7788. Bid submissions must include a Bid Schedule, minimum three references customized to project scope, and a notarized Code of Ethics Affidavit.
