About this opportunity
Gwinnett County Board of Commissioners is soliciting competitive sealed bids for bypass pumping services on an annual contract with four renewal options for the Department of Water Resources, with bids due July 10, 2026 at 2:50 p.m. and public opening at 3:00 p.m. via Microsoft Teams. Firms currently on the Gwinnett County ineligible source list are not eligible to submit.
The scope covers standby, operational, and emergency bypass pumping equipment and services on an as-needed basis for maintenance, repair, rehabilitation, and troubleshooting of water and wastewater infrastructure, including treatment facilities, pump stations, and gravity sewers. Services must operate 24/7. Bidders must provide self-priming diesel-powered pumps, electric-powered pumps, submersible pumps, diesel generators, and piping and accessory items; maintain a minimum of two units of each pump size and type for which pricing is submitted; and field a minimum of five local personnel capable of setting up, installing, testing, and operating bypass pumping systems. Qualified service providers must demonstrate a minimum of five years of experience in bypass pumping services.
Pricing must include daily, weekly, and monthly equipment rates; hourly rates for equipment operators, mechanics, laborers, and HDPE fusion technicians (with separate pricing for local and non-local personnel and overtime/weekend work); markups not to exceed 5% for contracted personnel and 10% for equipment and materials not listed in bid items; and transportation cost per mile for deliveries outside the Metropolitan Atlanta service area. Pricing remains firm for the initial contract term.
The contract begins September 20, 2026 or upon award notification, with an initial term and four one-year renewal options. The county reserves the right to award to the lowest responsive and responsible bidder or split work among up to three service providers based on cost and scheduling availability. Standard insurance requirements include commercial general liability with $2 million limits, automobile liability, workers' compensation, and umbrella coverage scaled to contract value. No bid bonds are required. Bidders must comply with E-Verify and submit ethics affidavits. Questions are due to Jenny Coleman by 3:00 p.m. on July 2, 2026.
