About this opportunity
Gwinnett County is soliciting competitive sealed bids for an annual contract to provide Respite Care and Personal Care Services through its Department of Community Services. The procurement, identified as BL093-25, seeks qualified contractors to deliver in-home care services for seniors aged 60 and older, with a specific focus on individuals with Alzheimer's disease or related dementia. The contract will cover approximately 9,100 hours of weekday services, 480 hours of weekend services, and 98 hours of holiday services for both respite and personal care categories, with a minimum two-hour service requirement per engagement. Services will be provided Monday through Sunday from 8:00 a.m. to 6:00 p.m., including holidays. Potential providers must be capable of supporting a minimum of 35 clients and have a Registered Nurse to meet state licensing requirements. The bid is due by 2:50 P.M. on July 21, 2025, with a pre-bid Webex meeting scheduled for July 8, 2025. Contractors must comply with federal and state regulations, including the Older Americans Act and Georgia Department of Human Services guidelines.
The county intends to award contracts to at least three service providers, with a tiered allocation system where the primary provider receives clients first, followed by secondary and tertiary providers as capacity is reached. There are no specific set-aside designations mentioned for disadvantaged enterprises. Successful contractors must provide comprehensive insurance coverage with specific ratings and meet stringent qualification criteria. While specific budget ranges are not detailed, the procurement suggests a substantial annual commitment to senior care services. Providers will be evaluated on their ability to meet state licensing requirements, service capacity, compliance with regulatory standards, and demonstrated expertise in providing care for seniors with dementia. Notably, firms currently on the Gwinnett County ineligible source list are expressly prohibited from submitting bids, and any entity that has been debarred or suspended is similarly restricted from participating in the bidding process.
