About this opportunity
Gwinnett County Board of Commissioners is soliciting competitive sealed bids for pool renovation work at two aquatic facilities under the jurisdiction of the Gwinnett County Department of Parks and Recreation. The primary scope of work includes replacement of existing water lines, tile, and preparation of pool shells for new conventional white marble plaster finishes at Rhodes Jordan Aquatic Center (100 E. Crogan Street, Lawrenceville, GA) and Dacula Park Pool (205 Dacula Road, Dacula, GA). Deliverables include plaster removal and replacement, complete tile removal and replacement (including specialty radius nosing tile), mastic joint replacement, caulking and sealant application, and grout cleaning at both facilities, with an optional alternate bid item for installation of LifeFloor landing pads at Rhodes Jordan Aquatic Center. Contractors must submit all-inclusive pricing containing installation, materials, and travel costs, along with statements of products to be used, warranty information for labor and materials, and the number of days required to begin work and complete the project. Rhodes Jordan Aquatic Center work must be completed by October 17, 2026, with Dacula Park Pool work commencing after September 14, 2026. Critical deadlines include a pre-bid conference on April 9, 2026 (with a secondary conference on April 20, 2026), a question submission deadline of 3:00 p.m. on April 14, 2026 (extended to 5:00 p.m. on April 20, 2026), and sealed bid submission by 2:50 p.m. on April 30, 2026, with public opening at 3:00 p.m. via WebEx. Bidders must acknowledge two addenda issued April 21, 2026 and earlier dates, with failure to do so potentially rendering bids non-responsive.
Contractors must meet specific insurance and bonding requirements, including submission of a bid bond equal to five percent of the total bid amount, one hundred percent performance and payment bonds with A.M. Best ratings of A-7 or higher, commercial general liability insurance with minimum limits of $2,000,000 general aggregate, workers' compensation coverage at Georgia statutory limits, and automobile liability coverage with combined single limits of $1,000,000 per accident. All contractors must demonstrate compliance with the Illegal Immigration Reform Enhancements for 2013 through completed E-Verify affidavits and subcontractor verification documentation, and must not be on the Gwinnett County ineligible source list. The County reserves the right to reject any or all bids, waive technicalities, and split awards. Gwinnett County will supply waterline tile, zero-entry tile, and lane and lane target tile for both facilities, and will remove netting and covers around play structure posts to facilitate contractor work. A unit price schedule for plaster removal at Dacula Park Pool requires contractors to include removal of 150 square feet in the base bid and provide unit pricing per square foot for removal beyond that amount. Award notification will be posted on www.gwinnettcounty.com with email notification to bidding companies, and specific bid values or budget ranges are not disclosed in the solicitation documents.
