About this opportunity

Gwinnett County is soliciting competitive sealed bids for the Provision of Collection Services at Household Hazardous Waste Events through Invitation to Bid (BL016-25), with the Department of Water Resources seeking a qualified service provider to manage collection services for 10 household hazardous waste events between 2025 and 2030. The contract requires a contractor capable of handling approximately 1,000 vehicles per event and collecting around 113,000 pounds of materials at the Gwinnett County Fairgrounds. Bidders must provide 25-40 personnel per event to sort and pack waste from up to 20 vehicles simultaneously, with detailed pricing requirements for various waste categories including aerosols, batteries, paint, and chemicals. Critical contractor qualifications include a US DOT Hazardous Materials Certificate, Hazardous Waste Facility Certificate, Hazardous Waste Transporter License, and Registered Hazardous Materials Storage Facility Permit. The bid is due on February 24, 2025, at 2:50 P.M. local time, with a public opening at 3:00 P.M., and the contract includes four potential renewal options.

The procurement does not explicitly mention set-aside designations or specific restrictions for disadvantaged enterprises. Contractors must maintain substantial insurance coverage, including $2 million in commercial general liability and $1 million in auto liability per accident. The contractor will be responsible for providing comprehensive spill response equipment and adhering to strict safety protocols for waste handling and disposal. While specific budget ranges are not detailed in the provided documentation, the extensive requirements for personnel, certifications, and waste management suggest a significant contract value. The first scheduled event is set for July 26, 2025, indicating an immediate need for a qualified hazardous waste collection service provider. Prospective bidders should note that firms currently on the Gwinnett County ineligible source list are prohibited from submitting bids, and any debarred or suspended entities are similarly restricted from participating in the procurement process.
