About this opportunity

The Gwinnett County Board of Commissioners is soliciting sealed bids under ITB BL003-27 for annual cleaning, lead abatement, and testing services at the Firing Range Complex serving the Gwinnett County Police Department, with a pre-bid conference on November 4, 2026 and bids due November 13, 2026 at 2:50 p.m. local time. Eligibility turns on credentials: service providers must employ a competent person licensed for lead abatement supervision by the EPA or Georgia Department of Natural Resources, and testing must be performed by a certified industrial hygienist from an independent third-party company verified through the American Board of Industrial Hygiene roster. Insurance requirements include commercial general liability with $2,000,000 general aggregate, automobile liability with $1,000,000 combined single limit, workers' compensation at Georgia statutory limits, and umbrella/excess coverage based on contract value. Carriers must hold A.M. Best ratings of A-7 or higher and be authorized to do business in Georgia.

Scope covers five sections totaling approximately 113,773 square feet: the 25-yard, 100-yard, and 50-yard ranges with associated auger/bullet trap and lead barrel rooms; first-floor support rooms, including the armory, ammunition room, and gun cleaning rooms; and the shoot house. Each section must be cleaned sequentially in no more than nine consecutive days. An annual lead abatement must be completed each April, with an optional October cleaning subject to departmental schedule approval. All cleaning requires multistage explosion-proof HEPA vacuums, and surface wipe samples must achieve clearance below 400 micrograms per square foot. Work must comply with EPA and OSHA lead abatement requirements.

Contract work begins upon Board of Commissioners approval. Pricing must remain firm for the initial term, and the County may exercise four additional 12-month renewals at its discretion, with vendors stating any proposed renewal percentage increases or decreases. Award goes to the lowest responsive and responsible bidder, and the County reserves the right to reject any or all bids, waive technicalities, negotiate with the lowest responsive bidder, or split awards among multiple vendors. Bids require a bid schedule, references, a Code of Ethics Affidavit, and a Contractor Affidavit and Agreement. Sealed bids go to the Financial Services Purchasing Division at 75 Langley Drive, Lawrenceville, Georgia 30046, with public bid opening at 3:00 p.m. via virtual meeting.
