Respondents must demonstrate a minimum of five years' experience conducting avian surveys in Texas and must provide project history, references, and key staffing resumes with qualifications prior to contract award. The scope encompasses Spring and Winter avian census counts using pre-established transects and plots across Camp Bowie (8,753 acres with five transects and 50 plots), Camp Maxey (6,424 acres with five transects and 65 plots), Camp Swift (11,659 acres with five transects and 50 plots), and Fort Wolters (3,989 acres with five transects and 53 plots). Deliverables include quarterly progress reports, GIS data with Federal Geographic Data Committee-compliant metadata in UTM NAD 83 format, and integration into TMD's database and the Federal Avian Knowledge Network.

The contract structure is firm fixed price on a no-minimum, as-needed basis, with all costs including labor, equipment, supplies, materials, and transportation encompassed in a single line-item bid submission. The initial contract term is one year from the start date, with TMD holding the option to extend for up to three additional one-year periods at its sole discretion.

Insurance requirements include Workers' Compensation at statutory limits, Commercial General Liability of $1 million per occurrence and $2 million aggregate, Automobile Liability of $500,000 combined single limit, Umbrella/Excess Liability of $1 million, and Professional Liability of $1 million per occurrence and $2 million annual aggregate. All policies must be issued by carriers with an A.M. Best Financial Strength Rating of A or better and authorized in Texas.

Evaluation is based on best value criteria including price, compliance with specifications, delivery timeframe, and probable performance indicators. TMD reserves the right to terminate the contract for convenience with thirty days' written notice. Proposals must be submitted via email to procurement@military.texas.gov and Dario.thomas@military.texas.gov.
