About this opportunity
The South Dakota Department of Game, Fish & Parks is seeking qualified printing vendors through a formal sealed bid process to manufacture 550,000 serially numbered bird kill tags (labels) for the 2026-2027 fiscal year. The labels must measure 5 inches by 8.75 inches, be produced on Tyvek pressure-sensitive material with a blue Pantone 293C background and black, fade and water-resistant ink, and feature serial numbers ranging from 100001 to 650000. Each label requires 10 units per sheet with matrix removed, 1/8 inch corner radius and spacing, and three holes punched with reinforcement strips at .25 inches diameter spaced 2.75 inches center to center. The deliverables must be packaged in units of 500 labels per cellophane-covered pack organized into cases of 5,000 labels each, with all packs and cases clearly labeled with corresponding serial numbers in numerical order. Delivery is required by July 1, 2026, to the Missouri River Fisheries Center in Fort Pierre, South Dakota 57532. The procurement solicitation was posted May 12, 2026, with bids due by May 29, 2026. Interested vendors should direct all technical inquiries regarding specifications and artwork to Janelle Blaha at 605-223-7665 or janelle.blaha@state.sd.us, and all invoicing and shipping documentation should be directed to the same contact and location.
South Dakota law provides preferences to resident businesses and goods manufactured in South Dakota when price, quality, and service are substantially equal, as outlined in the state's Vendor Manual. The solicitation follows South Dakota's Invitation for Bid process applicable to purchases exceeding $50,000, requiring all vendors to register on the state's electronic procurement system through ESM Solutions at no cost and submit sealed bids by the specified deadline with late submissions rejected regardless of circumstances. Bid awards will be made within forty-five days to the lowest responsible and responsive bidder, with pricing submitted on a firm fixed-price basis F.O.B. destination and unit prices prevailing over lot bids in case of discrepancy. Contractors must comply with federal Equal Employment Opportunity provisions, non-discrimination requirements under Title VI of the Civil Rights Act of 1964, and South Dakota's Prompt Payment Act requiring payment within forty-five days of receipt and written acceptance or accrual of 1.5 percent monthly interest on overdue amounts after thirty days. No incumbent vendor information, specific set-asides for disadvantaged enterprises, or explicit budget range is detailed in the available solicitation documents.
