All carriers must maintain a minimum A.M. Best rating of A-VII or better, with the City named as additional insured on all policies except workers' compensation and professional liability. The contract is structured as an initial one-year term with the option for four additional one-year renewal periods, not to exceed five years total, at the City's sole discretion. The City currently maintains approximately 9,000 gallons of liquid oxygen at Water Treatment Plant #2 (3100 Orlando Drive) with deliveries scheduled every three weeks. Recent annual expenditures average $32,731.86 (approximately $2,727.65 monthly) at a current rate of $0.5985 per 100 standard cubic feet. Quoted prices must remain firm for the initial one-year term; thereafter, adjustments may be applied based on CPI-U, calculated 60 to 45 days before each contract year end.
Evaluation criteria are: firm qualifications and experience (40 points), similar project references (15 points), project approach and methodology (25 points), required forms completion (10 points), and pricing (15 points). Questions are due July 30, 2026 at 2:00 p.m.
