About this opportunity

San Bernardino County Sheriff/Coroner/Public Administrator is requesting bids on wearable biometric monitoring devices and cloud-based software for continuous detainee monitoring under ITB SHR126-ADMSR-6307, with proposals due August 13, 2026 at 3:00 PM PDT. A 5% local-vendor preference applies to vendors whose principal place of business is within San Bernardino County boundaries. California prevailing wage requirements and apprenticeship obligations under Labor Code sections 1725.5 and 1777.5 apply; contractors must register with the California Department of Industrial Relations prior to bidding unless the project value falls below the construction or maintenance thresholds.

The scope includes 50 wearable biometric sensors with two- to six-month battery life, three multi-unit charging docks, 50 reusable locking wrist bands, 16 wrist band keys, six ultra long-range wireless gateways with power infrastructure, and six near-field communication provisioning devices. The solution must operate on a CJIS-compliant cloud platform with geographically separated secondary data center capability, integrate with the County's existing Jail Management System, and be deployed on a proven commercial off-the-shelf software platform. The proposer bears all implementation costs, including background investigations, on-site training, system configuration, pilot and full facility deployment, and 24/7 support services with a 90-day warranty following go-live. Pricing is due using the County's authorized form with unit prices and line-item detail; all prices are FOB destination with freight charges priced separately and excluding sales tax and federal excise tax.

Required insurance includes general liability of $1 million per occurrence with $2 million aggregate, cyber liability of $1 million per occurrence with $2 million aggregate, and workers' compensation coverage. Questions were due July 30, 2026; answers were posted August 6, 2026. Selected proposers will be invited to a post-bid demonstration on September 2, 2026 at 9:00 AM PST at Sheriff's Headquarters. Contract award is tentatively scheduled for November 2026. Payment terms are Net 60 days; early payment discounts of 45 days or greater are considered in evaluation.
