The procurement seeks qualified contractors to provide comprehensive medical examinations, laboratory testing, audiometric testing, spirometry, electrocardiograms, and medical certifications for hazardous waste site work and respirator use. Services include physical examinations, hearing and visual screening, complete blood count and urinalysis, blood chemistry analysis, occupational exposure testing (blood lead and cholinesterase), pulmonary function testing, chest x-rays, cardiology services (resting EKG and consultation), hernia and prostate examinations, vaccination services (Hepatitis B and Twinrix), and optional elemental/organic mercury, cadmium, inorganic compound, and chromium testing. Key qualifications for bidders include a facility located within 25 miles of each DTSC office, minimum five years' experience performing the required services, key personnel with three years' experience, and eligible provider status as a University of California occupational medicine program, Department of Financial Protection and Innovation-authorized entity, licensed health care plan or organization, or board-certified occupational physician. Bidders must maintain professional liability insurance of $2,000,000 per occurrence and aggregate, commercial general liability insurance of $1,000,000 per occurrence and aggregate, and workers' compensation coverage. Written questions must be submitted by May 11, 2026, at 3:00 p.m. Pacific Time with responses posted by May 18, 2026; bids are due by May 29, 2026, at 3:00 p.m. Pacific Time with bid opening scheduled for June 1, 2026, at 9:00 a.m. Evaluation will be based on fixed-price bids with rates calculated using a weighted-average methodology across three fiscal years (2026/27, 2027/28, and 2028/29), with weights ranging from 0.001 to 1.0 depending on service type.

DTSC intends to award five separate regional contracts with an estimated annual employee participation ranging from 20 to 320 employees per region and total three-year contract values ranging from $128,000 to $757,000. The resulting contracts will have three-year terms with options to amend for an additional one-year period at the same rates; DTSC also reserves the right to amend contracts for additional funding to support newly hired staff up to 30 percent of original contract costs. Disadvantaged Veteran Business Enterprise (DVBE) participation has been waived, though voluntary DVBE reporting is requested. A five percent small business preference is available to certified California small businesses, with preference calculations not exceeding $50,000. No incumbent contractor has been identified for this solicitation, and contractors must be lawfully authorized to conduct business in California. Contract performance is anticipated to begin July 1, 2026, with monthly invoicing in arrears based on actual examinations performed and partial payments available for completed bloodwork, x-rays, and hepatitis B vaccinations.
