About this opportunity
The Florida Department of Health Bureau of Public Health Laboratories is procuring the Bio-Rad Laboratories Geenius System assays, controls, and Sickle Cell kits as a single-source acquisition under Notice of Intended Decision PUR 7778, posted July 9, 2026, with a response deadline of July 14, 2026.
This is a sole-source procurement. The justification rests on the Geenius System being the only FDA-approved HIV-1/HIV-2 differential assay available on the U.S. market and the only system validated in-house by BPHL for confirmation of HIV-1 oral fluid testing. Bio-Rad Laboratories is the sole distributor, making alternative competition unavailable.
The scope includes the Geenius System assays and controls, plus newborn screening Sickle Cell kits. The system must test whole blood, serum, plasma, and in-house validated oral fluid to conform to CDC 2014 HIV Diagnostic Algorithm guidelines.
The estimated contract value is $460,000. The place of performance is Leon County, Florida (BPHL administrative address: 4052 Bald Cypress Way). The contract is governed by Chapter 60A-1.045, Florida Administrative Code.
Protests must be filed with the Agency Clerk at the Florida Department of Health within the timeframe prescribed in Section 120.57(3), Florida Statutes. The procurement contact is Benjamin Roberts, telephone 850-245-4502, email Benjamin.Roberts@FlHealth.gov.
