The contractor shall provide all necessary labor, bins, tools, vehicles, materials, equipment, and related incidentals to perform trash pickup, hauling, and disposal services at the facility. Deliverables include furnishing and maintaining one 40 cubic yard bin and one 10 cubic yard bin throughout the 24-month contract term (estimated March 1, 2016, through February 28, 2018), with pickup required within 24 hours of notification and occasional off-site deliveries permitted up to 20 times annually within a 10-mile radius. Services must be performed Monday through Friday from 7:30 AM to 4:00 PM, excluding state holidays. Critical qualifications include possession of a valid, current California Motor Carrier Permit (MCP) from the Department of Motor Vehicles at the time of bid submittal and throughout the agreement duration, as well as maintenance of all necessary licenses, permits, and required insurance coverage. Caltrans will award the contract to the lowest responsive responsible bidder meeting all specifications and reserves the right to reject all bids.
Insurance requirements constitute a significant qualification element, mandating commercial general liability coverage of $1,000,000 per occurrence and $2,000,000 aggregate, automobile liability of $1,000,000 combined single limit, and workers' compensation with employer's liability limits of $1,000,000. A five percent Small Business (SB) preference applies to certified SB or Microbusiness (MB) contractors, with the preference amount not exceeding $50,000. Additionally, a Disabled Veteran Business Enterprise (DVBE) incentive program offers a five percent incentive for 100 percent verified DVBE participation, with a combined incentive and preference dollar cap of $100,000. No subcontracting is permitted under this agreement, and contractors must comply with the Darfur Contracting Act and all applicable local enforcement agency requirements. All bid prices must be all-inclusive, covering employer payments, insurance premiums, unemployment contributions, social security taxes, contract bond premiums, and all applicable taxes. The IFB documents do not disclose specific budget ranges or award values, which are referenced as being contained in the Proposed Form of Agreement (Exhibit A) and other attachments to the original IFB package.
