About this opportunity
The Town of Greenwich, Connecticut Department of Public Works Engineering Division is issuing an Invitation to Bid (ITB) for maintenance dredging services at Binney Park Pond under Project 19-22. The procurement seeks qualified contractors to perform mechanical dredging of sediment forebays, with an initial removal of approximately 300 cubic yards of sediment and an estimated 150 cubic yards required annually for up to four years, with all material to be removed and disposed of off-site. Deliverables include completion of dredging work within two sediment forebays in the upper pond in accordance with an Inland Wetlands and Watercourses Agency (IWWA) permit expiring August 22, 2026, with work commencing within ten days of the Notice to Proceed and completion required within 275 calendar days (subject to a $1,500 daily charge for delays). Contractors must provide proof of 10-hour OSHA construction safety and health certification for all employees, comply with Connecticut prevailing wage requirements under General Statutes Section 31-53, and submit certified weekly payrolls documenting wage compliance. Required qualifications include capacity to perform mechanical dredging operations and capability to handle both non-hazardous materials (Base Bid) and potentially hazardous materials (Alternative Bid), with the Town determining annually through sediment laboratory testing which classification applies. The bid submission deadline is November 26, 2025, at 2:00 p.m. at the DPW Chimblo Conference Room, Town Hall, 101 Field Point Road, Greenwich, Connecticut, with sealed bids consisting of one original and two copies required. Addendum #1 has been posted and must be reviewed prior to submission, and inquiries should be directed to Finton Sweeney, Civil Engineer II, at 203-622-7783 or Finton.sweeney@greenwichct.gov.
No set-aside designations or restrictions on respondent types are specified in the available solicitation documents. The bid documents do not identify any incumbent vendors or current contractors for this project. Contractors must furnish a bid bond equal to 10 percent of the total bid amount upon submission and a Performance, Maintenance, and Payment Bond in the full contract amount within ten days of award. Insurance requirements are substantial and include General Liability ($2,000,000 aggregate/$1,000,000 per occurrence), Comprehensive Automobile Liability ($1,000,000 combined single limit), Excess Liability ($5,000,000 umbrella form), Workers' Compensation per Connecticut statute, and Professional Liability ($1,000,000). Payment will be made monthly based on 75 percent of excavated material with the remaining 25 percent paid upon acceptance of a final hydrographic survey, with 5 percent retainage held for 30 days after completion and 2 percent retainage retained for the one-year warranty period. The Town reserves the right to reject any or all bids and will award the contract to the lowest responsible bid based on the average total price of the Base Bid and Alternative 1. No estimated contract value is listed in the solicitation documents; however, the project scope and multi-year maintenance requirements suggest a substantial contract opportunity.
