About this opportunity

The Town of Billerica Facilities Department is requesting proposals for an independent elevator consultant or qualified design team to evaluate and modernize the existing hydraulic passenger elevator at the Billerica Senior Center, with proposals due October 23, 2026 at 2:00 p.m. EST (Addendum No. 1 revised the original October 16 deadline). A non-mandatory but strongly recommended site visit is scheduled for October 14, 2026 at 10:00 a.m., and written questions are due October 16, 2026 at 12:00 p.m. EST.

Respondents must demonstrate a minimum of five years of experience providing elevator consulting, design, specification, or modernization services for public or institutional facilities, including experience preparing manufacturer-neutral specifications and providing construction administration services. The scope includes complete evaluation of the hydraulic passenger elevator at 25 Concord Road and preparation of a competitively biddable modernization package, with consultant assistance during bidding and construction phases.

The anticipated contract term runs from execution through project closeout, estimated at approximately six to twelve months. Proposals must include separate fixed fees for assessment and design, bidding assistance, and construction administration, along with hourly rates for additional services and reimbursables. The Town's preliminary contractor budget proposal dated May 29, 2026 is approximately $206,729 for planning purposes only. Fee proposals will be evaluated on overall value and are not automatically awarded to the lowest-priced proposer.

The successful proposer must provide evidence of general liability, automobile liability, professional liability, workers' compensation, and umbrella liability insurance, each with minimum coverage of $1,000,000, with the Town named as additional insured. All reports, drawings, specifications, studies, and other materials prepared under the contract become the property of the Town of Billerica upon payment. Award will be made within thirty days after the response due date, with responses remaining valid for a minimum of sixty calendar days. Respondents must acknowledge receipt of Addendum No. 1 in their proposal submissions. Electronic submission is required to bsallese@billerica.gov in PDF format; late submissions will be rejected.
