About this opportunity
The Beaver Falls Municipal Authority is soliciting bids for the Big Beaver Tank Improvements Contract No. 2026-01, a comprehensive water infrastructure project located in Beaver County, Pennsylvania. The procurement involves the complete renovation of a water storage tank, requiring contractors to furnish all labor, materials, plant, utilities, and services for interior and exterior tank improvements. Specific scope elements include coating removal and replacement, shell ladder installation, safety climb cable installation, manway cover extension, roof handrails, confined space warning signage, foundation grouting, and comprehensive disinfection and testing. Bids must be submitted electronically via PennBid (www.pennbid.net) by Wednesday, January 21, 2026, at 3:00 P.M. local time, with a non-mandatory pre-bid conference scheduled for Monday, January 12, 2026, at 10:00 A.M. at the Big Beaver Tank site. Bid evaluation will focus on the lowest responsive bid from a responsible bidder, with the owner retaining the right to reject any or all submissions. The project has a planned duration of ninety (90) calendar days for substantial completion and one hundred twenty (120) calendar days for final completion.
Bidders must provide evidence of authority to conduct business in Pennsylvania and comply with several state regulations, including the Pennsylvania Prevailing Wage Act, Steel Products Procurement Act, and Public Works Employment Verification Act. Contractors must pay prevailing minimum wage rates as determined by the Department of Labor and Industry and are prohibited from employing individuals currently serving sentences in penal institutions. Bid security of ten percent of the maximum bid price is required, to be submitted as a bid bond. While no specific set-aside designations for disadvantaged enterprises are mentioned, bidders must demonstrate compliance with non-discrimination requirements. Although a specific budget range is not explicitly stated, the comprehensive nature of the tank improvements suggests a substantial investment in municipal infrastructure modernization. The project involves significant technical specifications and requires bidders to conduct thorough site examinations and provide detailed unit price proposals for each work item.
