About this opportunity

California Polytechnic State University, San Luis Obispo and The Whiting-Turner Contracting Company are conducting a prequalification process for trade contractors to participate in the university's 2035 Master Plan Student Housing Program. The procurement seeks qualified contractors for specific trade categories including Finish Carpentry, Roofing, Resilient Flooring & Carpeting, Specialty Flooring, Site Concrete, and Landscaping. This comprehensive program involves constructing three new student housing projects at the North Mountain and K-2 parking sites and renovating six existing residential halls at the South Mountain site. Prequalification submissions will be conducted via BuildingConnected, requiring completion of the California State University Trade Contractor Prequalification Questionnaire. The bid is open from April 29, 2025, at 12:00 PM PT to May 13, 2025, at 5:00 PM PT, with contractors required to submit responses directly to Whiting-Turner. The program aims to accommodate approximately 15,000 student housing beds and will strategically phase construction to minimize campus life disruption over a ten-year period beginning in January 2024.

The project is subject to Prevailing Wage Rates and will involve future Request for Proposal (RFP) issuance to prequalified trade contractors. While no specific set-aside designations were mentioned, the project appears to be open to qualifying trade contractors who can meet the program's technical and professional requirements. The procurement encompasses a substantial investment range, with preliminary design-build cost estimates of $175M to $275M for new housing projects and $24M to $31M for renovation projects. Contractors will need to demonstrate capability across the specified trade categories and comply with the university's comprehensive prequalification process. The project represents a significant infrastructure development for California Polytechnic State University, focusing on expanding and improving student housing facilities to meet long-term institutional growth and student accommodation needs.
