About this opportunity
California Polytechnic State University, San Luis Obispo, in collaboration with Whiting-Turner Contracting Company, is issuing a Request for Qualifications (RFQ #MJ0097) for prequalifying trade contractors, specifically for the 09I Plaster System scope within their comprehensive Student Housing Program. The procurement is targeting contractors to support the university's 2035 Master Plan, which aims to develop nearly 15,000 student housing beds through three new construction projects at the North Mountain and K-2 parking sites and six renovation projects at the South Maintain site. Interested trade contractors must prequalify through TradeTapp and complete the California State University Trade Contractor Prequalification Questionnaire by August 26, 2025, at 5:00 PM PT. The prequalification process requires submission of a BuildingConnected Bid Form and will be evaluated based on the contractor's capabilities, experience, and financial stability. The project is designed with a phased approach over a ten-year program, with initial design commencing in January 2024, strategically scheduled to minimize disruption to campus life.
The procurement does not specify explicit set-aside designations or restrictions for disadvantaged enterprises. The project will be subject to Prevailing Wage Rates, and a future Request for Proposal (RFP) will be issued exclusively to trade contractors who successfully complete the prequalification process. Preliminary design-build cost estimates indicate significant investment, with new housing projects ranging from $175 million to $275 million each and renovation projects ranging from $24 million to $31 million each. No incumbent vendors are explicitly mentioned in the documentation. The project will require trade contractors with specialized expertise in plaster systems and construction services tailored to complex university housing development. Contractors will need to demonstrate technical proficiency, financial stability, and the ability to work within a comprehensive, multi-phase construction program that prioritizes minimal campus disruption while expanding student housing capacity.
