About this opportunity

The City of Minneapolis Finance and Property Services Procurement Office is requesting bids on the Nokomis Lane Storm Sewer Rehabilitation Project under IFB 4288, with bids due October 13, 2026 at 12:00 PM CDT and a non-mandatory virtual pre-bid meeting on September 22, 2026 at 10:00 AM. The City has established a 6% combined MBE/WBE participation goal under the Small and Underutilized Business Program (SUBP), with employment goals of 20% female and 32% minority employment; only firms certified by the Central Certification Program (CERT) and located within specified Minnesota and Wisconsin counties count toward the goal, and bidders unable to meet the participation goal must submit comprehensive good faith efforts documentation or risk material breach.

The scope encompasses storm sewer rehabilitation including mobilization, field office setup, removal of abandoned gas infrastructure, sediment and debris disposal, inlet and outlet grate replacement, video inspection services, water bypassing, weir modifications, GRP liner installation, infiltration control, traffic control, erosion control, riprap placement, geotextile filter installation, and site restoration. The bid form contains 20 line items with estimated quantities ranging from lump-sum units to 1,490 linear feet of GRP liner and 1,400 tons of sediment and debris disposal. Substantial completion is October 22, 2027.

Bids must be submitted electronically through the City of Minneapolis eSupplier Portal in Excel format with unit pricing for all line items; handwritten prices are not acceptable. A 5% bid deposit payable to the City of Minneapolis Finance Department is required at bid opening. Award goes to the lowest responsive, responsible bidder. Upon award, the successful bidder must provide a Performance Bond and Payment Bond equal to 100% of the contract award amount. Prevailing wage requirements and Minnesota Statutes 16C.285 Responsible Contractor Verification apply; bids exceeding $50,000 must include a completed Responsible Contractor Verification and Certification of Compliance Form with Attachment A-1 listing all first-tier subcontractors. Written questions are due September 29, 2026 at 12:00 PM; any addenda will be posted by October 6, 2026. Project specifications, drawings, and plan holder lists are available through QuestCDN (eBidDoc #10336553) for $10.00.
