About this opportunity

California Polytechnic State University, San Luis Obispo, in collaboration with The Whiting-Turner Contracting Company, is conducting a prequalification process for trade contractors to support the Cal Poly Student Housing Program. The procurement seeks qualified contractors for specific trade scopes including Rough Carpentry (06A), Signage & Graphics (10A), and Window Coverings (12B). Interested trade contractors must submit prequalification documentation through BuildingConnected, which includes a TradesTapp prequalification, a California State University Trade Contractor Questionnaire, and a BuildingConnected Bid Form. The bid period runs from July 1, 2025, at 12:00 PM PT to July 11, 2025, at 5:00 PM PT. The comprehensive housing program is part of the 2035 Master Plan, which aims to provide housing for approximately 15,000 students, including first and second-year residents, transfer students, and upper-division students. The project involves three new construction projects at the North Mountain and K-2 parking sites and renovation of six existing residential halls at the South Mountain site, with design work commencing in January 2024.

The procurement does not explicitly outline specific set-aside designations or restrictions for disadvantaged enterprises. The project will be subject to Prevailing Wage Rates, and a future Request for Proposal (RFP) will be issued to prequalified trade contractors who successfully submit all required documentation. Preliminary design-build cost estimates indicate significant investment, with new housing projects ranging from $175 million to $275 million each, and renovation projects ranging from $24 million to $31 million per project. The phased approach is strategically designed to minimize disruption to campus life and ensure continuous student housing availability. Whiting-Turner is serving as the Design-Builder for this comprehensive student housing program, which represents a significant infrastructure development for California Polytechnic State University over the next decade.
