Sealed bids must be submitted to the Contracts and Procurement Office, Room 301, 2600 Nutwood Avenue, Fullerton, CA 92831, by 11:00 a.m. on Tuesday, May 26, 2026, with public opening and reading of proposals occurring at that time and results shared via email at approximately 3:00 p.m. the same day. Each individual JOC agreement will have a contract term of twelve (12) months unless the maximum contract value is achieved earlier, with a minimum total contract value of $0.00 and a maximum total contract value of $3,000,000 per contract.
All contractors and subcontractors are subject to prevailing wage rate laws, and a bid security deposit of $25,000 is required with successful bidders providing Performance and Payment Bonds equal to 100% of the maximum contract amount. The solicitation includes a small business preference of five percent (5%) for firms certified as "Small Business" by the Department of General Services, Office of Small Business and DVBE Services, and the Trustees require a minimum of 3% Disabled Veteran Business Enterprise (DVBE) participation in each construction project, with bid incentives ranging from 1% to 3% for DVBE participation exceeding 3%, provided the cumulative adjustment does not exceed $100,000 when combined with small business preference. No incumbent vendors or current contractors are identified in the available documentation. With a maximum total contract value of $3,000,000 per individual JOC and a minimum of three contracts anticipated to be awarded, the total procurement value could reach $9,000,000 or more if additional contracts are awarded as the Trustees have reserved that right.
