About this opportunity
The City of Springfield, Massachusetts is soliciting applications for the 2027 Shannon Community Safety Initiative Grant Program (Bid #27-040), administered by the Springfield Police Department in conjunction with the Executive Office of Public Safety and Security, with applications due October 5, 2026 at 2:00 PM. The City will apply for the maximum $1,000,000 award and make available 67 percent of the total granted to eligible community-based program agencies as a competitive grant.
Individual community-based organizations may apply for up to $80,000. Preference is given to applications targeting geographical areas with high levels of youth violence, gang problems, and substance abuse; proposing neighborhood-based strategies; outlining comprehensive multidisciplinary partnerships; and providing written commitments to match grant funds with a 25 percent contribution from public or private sources for city or quasi-city based organizations.
The program funds regional and multi-disciplinary approaches to combat gang and youth violence through coordinated prevention and intervention, law enforcement, prosecution, and reintegration programs, incorporating key elements of the Office of Juvenile Justice and Delinquency Prevention Comprehensive Gang Model. The anticipated funding cycle runs January 1, 2027 through December 31, 2027, contingent upon the state contract start date. The City may award full funding, partial funding, or no funding to applicants.
Questions are due September 23, 2026, with responses provided by addenda no later than September 28, 2026. Bid documents are available from the City of Springfield Office of Procurement or through the City's website beginning September 8, 2026.
