About this opportunity
The City of Huntsville, Texas is requesting sealed bids on safety work boots under Bid No. 27-02, with bids due September 30, 2026 at 2:30 p.m. Central Time and public opening on October 8, 2026. A local-vendor preference applies to vendors with storefronts in Huntsville or Walker County; vendors without local presence must provide FOB destination, freight-prepaid delivery.
Boots must comply with ASTM Standards for Foot Protection and OSHA 29 CFR Personal Protection requirements, manufactured from full-grain leather (except leather/rubber combinations for water-resistant models), with cushion insoles and available in brown/tan or black. The estimated annual quantity is 150 boots, though the City reserves the right to adjust quantities as needed.
The contract term runs October 1, 2026 through September 30, 2027, with four one-year renewal options through September 30, 2031 contingent on mutual agreement and identical terms. Vendors must maintain a minimum of three boot brands in stock with store hours of at least 10:00 a.m. to 5:00 p.m. Monday through Friday, deliver out-of-stock items within five business days, and provide annual usage reports upon request. Pricing is submitted as a percentage discount off manufacturer's suggested retail price or catalog price; all delivery and freight charges to the City Service Center are included in the bid. Prices must remain firm for 120 days following solicitation opening and for the entire contract duration thereafter.
Award will be made to the vendor offering best value considering cost, quality, reliability, product durability, vendor performance, availability, and delivery. Vendors must carry comprehensive liability insurance, submit three recent client references, complete Form 1295 Disclosure of Interested Parties within seven business days of award, and comply with Texas Government Code requirements including critical infrastructure, energy company boycott, firearm discrimination, and foreign terrorist verification certifications. Questions are due September 30, 2026 at 10:00 a.m., with responses posted as addenda by October 2, 2026.
