About this opportunity

The City of Salem, Oregon is requesting bids on electrical system testing services at the Willow Lake Water Pollution Control Facility under BID NO. 267093, with bids due October 21, 2026 at 11:00 a.m. local time via Equity Hub's Bid Locker. The contractor must hold Oregon approved field evaluation firm status and meet specific NETA and NICET certification requirements — the primary capability filters.

The scope covers preventive maintenance, testing, and power loading on the facility's electrical distribution system following NETA Maintenance Testing Specifications (MTS-2019), including main switchgear, pad-mounted switches, oil-filled transformers, cable sets, distribution switchboards, motor control centers, circuit breakers, generators, and protective relays at both Willow Lake and River Road facilities on a three- to five-year testing cycle with annual testing of critical equipment. The contractor must also perform comprehensive Arc Flash and coordination studies using SKM software. The estimated testing requirement is 325 hours through June 30, 2027.

Bidders must submit a lump-sum yearly bid based on an hourly rate multiplied by 325 estimated hours, with separate hourly rates for shop work, on-site data verification, data entry and arc flash study provisions, and report generation. All travel time, contractor-owned test equipment, and data analysis services are included in the hourly rate with no separate billing for travel, per diem, mileage, or equipment use. Overtime may be billed at 1.5 times the standard rate for work exceeding 8 hours daily or 40 hours weekly, and double time for approved Sunday and holiday work. Contractor-supplied materials may be marked up a maximum of 15 percent; subcontracted work a maximum of 10 percent.

Qualifications required: five years of electrical testing experience; project manager certified by NICET or a registered professional engineer; technicians currently NETA or NICET certified; NETA membership or documented completion of two comparable projects; 24-hour emergency response within one hour of notification and on-site arrival within four hours; and commercial general liability insurance with $2,000,000 combined single limit naming the City as additional insured. The contract term is 12 months from execution through June 30, 2027, with renewal options for four additional one-year periods at the City's discretion subject to satisfactory performance and 30-day written notice. Award is anticipated within 30 days of the closing date. No prevailing wage requirements apply. Payment terms are Net 30 days from invoice.
