About this opportunity

The City of Salem, Oregon is requesting bids for prescription safety glasses under Bid No. 267083, with bids due electronically through Equity Hub's Bid Locker by August 26, 2026 at 11:00 a.m. local time. Resident bidders receive preference over non-resident bidders under Oregon statute.

The scope requires ANSI Z87+ certified eyewear with plastic frames, impact-resistant lenses, permanent side shields, and anti-fog coating. The vendor must maintain a physical fitting location in Salem where City employees can be professionally fitted by trained staff, accept prescription and measurement data directly from employees' physicians or eye doctors without requiring new eye exams, and provide a proposed catalog of multiple frame styles in various sizes compatible with trifocals and other lens options. The City anticipates an initial order of 100–200 pairs with annual replacement and new employee requirements of 200–250 pairs.

Pricing is quoted per-pair on a tiered basis for order volumes of 1, 2–20, 21–100, 101–200, and 200+ pairs, with all costs including labor, overhead, profit, and shipping delivered F.O.B. to 1457 23rd Street SE, Salem, Oregon 97302. The vendor must state standard turnaround time in business days from order completion to delivery. Prices remain firm for the initial agreement term except for decreases; after the initial term, escalation/de-escalation is permitted only for documented supplier price changes with a maximum 15 percent increase per 30-day period. The City pays Net 30 with delivery expected within five City business days of order placement.

The contract commences upon execution and continues until June 30, 2027, with renewal options for up to four additional one-year periods subject to satisfactory performance, budget approval, and mutual agreement. The anticipated award date is within 30 days of bid closing. The vendor must maintain commercial general liability insurance with a combined single limit of not less than $2 million per occurrence, naming the City as an additional insured, and comply with all applicable Oregon tax laws and federal and state civil rights requirements.
