About this opportunity

The City of Salem, Oregon's Contracts & Procurement Division is soliciting competitive bids for street marking paint and easy mark handles to support the Department of Public Works' operations. The procurement seeks specific quantities of supplies on an F.O.B. delivered basis to the City Warehouse at 1504 22nd Street SE, Salem, Oregon, including 25 Krylon Easy Mark Wands (34" with handle), 60 cans of Seymour Fluorescent Red/Orange inverted marking paint, 100 cans of Asphalt Black, 780 cans of Fluorescent Blue, 984 cans of Cloud White, 816 cans of Fluorescent Green, and 120 cans of Fluorescent Orange inverted marking paint, all solvent-based. Bid submissions are required electronically through Equity Hub's Bid Locker with a closing date of May 13, 2026, at 11:00 a.m. local time. Technical questions and substitution requests must be received by May 6, 2026, at 5:00 p.m. local time. Bidders must submit pricing on City-provided forms, with prices remaining firm for thirty days following bid closing and throughout the initial contract term, with any escalation or de-escalation thereafter limited to a maximum fifteen percent increase per thirty-day period when supported by documented evidence. The City intends to award the contract within thirty days of bid closing, with an expected delivery timeframe of five City business days following order placement.

The procurement includes no identified set-asides or incumbent preferences; however, the City will apply reciprocal preference to non-resident bidders as determined by the Oregon Department of Administrative Services. Brand name specifications may be substituted with "approved equals" upon proper submission and City approval. The selected vendor must provide goods that are new, current, fully warranted by the manufacturer, and free from defects, and must maintain commercial general liability insurance with a combined single limit of not less than $2,000,000 per occurrence, naming the City as an additional insured. The contract term commences July 1, 2026, and continues through June 30, 2027, with potential renewal for four additional one-year periods subject to City approval, satisfactory performance, and written agreement from the successful bidder. The City maintains a Net 30 payment policy and does not pre-pay for goods or services. The City reserves the right to reject any or all bids and may terminate the agreement for any reason with thirty days' notice, or either party may terminate for cause with fourteen days' notice if a breach is not cured within that period.
