About this opportunity
The City of Salem, Oregon Contracts & Procurement Division, through the Department of Public Works Operations, is soliciting bids for the procurement of Dense Soda Ash under Bid No. 267024. The deliverables consist of two types of dense soda ash meeting AWWA standard B201-18 specifications: 850,000 pounds in bulk form to be delivered via pneumatic offloading into a silo at the Geren Island Water Treatment Plant, and 20,000 pounds in 2,000-pound super sacks for delivery to the chemical room at the same facility. Successful bidders must provide NSF/ANSI standard 60 documentation and Safety Data Sheets prior to contract award, submit a spill response plan within two calendar weeks of award, and maintain firm pricing for delivery on an F.O.B. destination basis excluding federal excise taxes. The bid closes electronically on May 13, 2026 at 11:00 a.m. local time through Equity Hub's Bid Locker with virtual public opening via Microsoft Teams, and prospective bidders must register on OregonBuys to obtain bid documents and monitor for addenda. Technical questions and substitution requests for approved equal products must be submitted in writing by May 6, 2026 at 5:00 p.m. local time, and award is anticipated within thirty days of bid closing. Delivery is expected within ten City business days of order placement, with the successful bidder required to provide delivery services on an F.O.B. destination basis while bearing all transportation, handling, and risk of loss or damage until final inspection and acceptance by the City.
The contract is available to resident and non-resident bidders, although Oregon reciprocal preference statutes provide preference to resident bidders over non-resident bidders. Bidders may also indicate willingness to serve as alternate providers if the prime contractor cannot meet delivery requirements. The successful bidder will enter into a non-exclusive one-year annual contract commencing July 1, 2026 through June 30, 2027, with provisions for four additional one-year renewal periods contingent upon satisfactory service, budget approval, and written agreement from the bidder with minimum thirty-day notice prior to contract expiration. Pricing shall remain firm throughout the initial contract term except for price decreases, and after the initial term, escalation or de-escalation is permitted based on documented cost changes limited to no more than 15 percent during any thirty-day period. The successful bidder must maintain commercial general liability insurance with a combined single limit of at least $2,000,000 per occurrence and comply with all applicable Oregon tax laws, federal and state civil rights statutes, and non-discrimination requirements. The City's payment policy is Net 30 days, and no specific budget range or award value has been disclosed in the procurement documents.
