About this opportunity
The City of Huntsville, Texas is requesting bids for safety work boots under Bid No. 26-34, with sealed bids due September 1, 2026 at 2:00 PM Central Time. A local-vendor preference applies to vendors with storefronts in Huntsville or Walker County; vendors without such locations must provide free shipping.
The scope covers safety work boots compliant with ASTM Standards for Foot Protection and OSHA 29 CFR Personal Protection requirements, manufactured from full grain leather (with leather/rubber combinations permitted for water-resistant options), featuring cushion insoles, and available in brown/tan or black colors. The estimated annual quantity is approximately 150 boots; the City reserves the right to adjust quantities without unit price adjustments. The awarded vendor must maintain minimum store hours of 10:00 AM to 5:00 PM Monday through Friday, stock a minimum of three boot brands, and fulfill stock-outs within five business days or offer replacement boots at the same price.
The contract term runs October 1, 2026 through September 30, 2027, with four one-year renewal options extending through September 30, 2031. Pricing must include all delivery and freight charges on a Free on Board destination basis to the City of Huntsville Service Center. Award will be based on best value combining cost, quality, and reliability, not lowest price alone. Questions are due August 24, 2026, with final addenda posted by August 25. Submitted prices must remain firm for 120 days after solicitation opening and for the duration of the contract thereafter. Prior to award, vendors must submit a completed Conflict of Interest Questionnaire (Form 1295) with the Texas Ethics Commission, provide at least three business references from the preceding twelve months, and furnish a Certificate of Liability Insurance with combined single limits of $1,000,000 per occurrence and $2,000,000 general aggregate. The City is exempt from state and local sales taxes.
