About this opportunity
The City of Huntsville, Texas is requesting sealed bids for city-wide plumbing maintenance, repair, and operations services across all municipal buildings, with bids due July 2, 2026 at 2:30 p.m. Central Time. Vendors must hold a valid master plumber license from the Texas State Board of Plumbing Examiners and demonstrate a minimum of five years' commercial plumbing experience — eligibility gates that filter the field.
The scope includes repair and replacement of underground and above-ground piping systems, part replacements and labor, installation of water-service appliances (ice makers, dishwashers, washing machines, coffee makers), and new system installations across municipal facilities. Vendors must maintain 24/7 availability, respond to work orders within two hours, and comply with all applicable codes and regulations.
The contract runs from award through September 30, 2027, with four one-year renewal options extending through September 30, 2032. Pricing evaluation covers initial inspection trip charges, hourly labor rates for regular business hours and after-hours/weekend work, and a percentage markup above invoice cost for replacement parts and materials. The City reserves the right to award multiple vendors and may terminate with 30 days' written notice or immediately for cause.
Evaluation emphasizes best value across price, vendor proximity, delivery capability, reputation, quality, past performance, and compliance with City ordinances. All subcontractors require prior written Purchasing Department approval. Required documentation includes proof of master plumber licensure, three business references from the preceding 12 months, liability insurance meeting specified minimums, a Conflict of Interest Questionnaire, and Texas Ethics Commission Form 1295 Certificate of Interested Parties filed within seven business days of award notification.
Questions are due June 23, 2026 at 10:00 a.m.; a final addendum will post by June 25 at 5:00 p.m.
