About this opportunity

The Cities of Staunton and Waynesboro and the County of Augusta are requesting proposals for library courier services to transport materials between their respective library locations, with bids due September 10, 2026. Amendment #1, issued in Addendum #1 on September 4, explicitly prohibits primary contractors from using subcontractors; the City expects the primary contractor or its direct employees to provide the services directly.

The scope requires daily transportation of sealed, labeled totes (12.5" × 15" × 21.5") within a mandatory Base Circuit operation window of 9:00 a.m. to 2:00 p.m., covering an estimated 26–45 miles daily depending on route optimization. The contractor must use a closed vehicle no smaller than a standard minivan, complete all daily unloads, and transport materials without performing sorting or check-in functions. Route sequence may be optimized in consultation with library management. Overnight vehicle storage is permitted only at the Fishersville location with no liability assumed by the jurisdictions. The Base Circuit is mandatory; optional routes (Options A and B) may be utilized at the discretion of the Augusta County Library on one-year renewable increments. The monthly bid price remains fixed regardless of holidays or library closures.

Qualifying bidders must have completed at least three projects of similar size and complexity within the last two years, which may include commercial or government courier contracts held directly by the bidding company or its owner/principal. Proof of insurance ($2 million general liability, $1 million auto, $1 million workers' compensation with the City listed as additional insured) and a City of Staunton business license are not required at bid submission but must be provided prior to contract execution.

The incumbent contractor, Custom Deliveries of Harrisonburg, VA, currently receives $1,850.00 per month, though the jurisdictions note this price does not reflect current needs and the prior solicitation structure differed significantly from the current Base/Option A/B format.
