About this opportunity

The Livingston Educational Service Agency (LESA) issued a Request for Proposal for the procurement of customized all-weather jackets for approximately 225 transportation department employees across multiple school districts. The jackets must be wind and water-proof, suitable for fall, winter, and spring wear, and available in two styles (long and short) and two colors (black and navy blue). Each jacket requires customization including embroidered or screened logos and district names on the front left chest, a LESA logo on the upper right sleeve, and an embroidered name patch on the front right chest. The procurement follows a three-stage bidding process with a Statement of Interest due by June 30, 2020, at 4:00 p.m.; sealed bids with pricing and specifications due by July 9, 2020, at 4:00 p.m. with public bid opening the same day; and sample jacket submissions from two selected finalists due by July 16, 2020, at 4:00 p.m. The LESA Board of Education will hear the award recommendation on July 22, 2020. Evaluation criteria include proposal price, company experience, thoroughness and compliance with specifications, clarity and detail, and reputation and prior performance, with a panel of bus drivers recommending the successful bidder. All proposals must remain valid for 60 days from submission and include vendor information, a letter of transmittal, an executive summary, references for up to five similar facilities previously served, and a notarized "LESA Familial Relationship and Iran Economic Sanctions Act Disclosure Statement & Affidavit of Bidder" as required by Michigan Public Act 232 of 2004. Bidders must provide per-jacket pricing for all styles and colors, specify volume discounts if applicable, and identify costs for embroidery and embroidery alternatives using screen printing.

The RFP does not identify any specific set-aside designations for disadvantaged or minority-owned enterprises, nor does it specify restrictions on the types of organizations eligible to respond. No incumbent vendors or current contractors are identified in the procurement documentation. The contract value and funding sources are not specified in the request for proposal. Submissions should be emailed to bids@livingstonesa.org, with sealed bids mailed to LESA at 1425 W. Grand River, Howell, Michigan 48843. LESA reserves the right to reject any or all proposals and to award to the most responsible vendor whose proposal is most advantageous to the agency, considering the evaluation criteria outlined above.
