About this opportunity
This is an Invitation to Bid (BID 9883) issued by Troy School District in Michigan for interior and exterior painting projects at eight school facilities: Barnard Elementary, Costello Elementary, Hamilton Elementary, Hill Elementary, Leonard Elementary, Martell Elementary, Smith Middle, and Troy High School. The scope of work includes painting corridors, gymnasiums, cafeterias, media centers, stages, restrooms, hollow metal doors and frames, louvers, grilles, bulkheads, soffits, and cabinet unit heater covers, with specific product requirements including Sherwin Williams epoxy finishes, Promar 200 zero VOC paints, and B54 industrial enamel for doors and metal components. Bidders must submit sealed proposals by 1:00 p.m. on Monday, April 1, 2019, at the Troy School District Maintenance/Operations and Purchasing Offices located at 1140 Rankin, Troy, Michigan 48083, with written questions due by noon on Friday, March 22, 2019, and individual site visits available by contacting Katelyn Weaver at (248) 823-4069. Project work is scheduled to begin Monday, June 17, 2019, and be completed by Friday, August 16, 2019, with bids to be publicly opened and read aloud immediately following submission and a Board of Education award recommendation scheduled for Tuesday, April 16, 2019. Required qualifications include at least five years of successful experience on similar work with five references preferably from school districts, submission of one original and two copies of proposals priced on a line item lump sum basis per school, a bid bond or certified check equal to five percent of the bid amount, and notarized familial disclosure statements and certification of compliance with Michigan Public Act 517 of 2012 (Iran Economic Sanctions Act). For projects exceeding $50,000, a performance and payment bond equal to 100 percent of the contract sum is required from a State of Michigan licensed carrier with an AM Best rating of excellent or superior, and all materials and equipment must be warranted for a minimum of two years from receipt or installation with defective items replaced or repaired within seven working days at the vendor's expense.
The District reserves the right to accept or reject any or all bids and to award to other than the low bidder; no specific set-aside designations or restrictions on organization types are mentioned in the bid documents. No incumbent vendors or current contractors are identified. The contractor is responsible for all permits, fees, taxes, delivery, installation, waste removal, and full compliance with applicable federal and state regulations, including OSHA lead construction standards, asbestos notifications, school safety initiative legislation, and criminal background checks for all personnel working on district premises for more than one continuous week, with bid prices required to remain firm for approximately one year from the award date. Specific budget or award values are not disclosed in the bid package; however, the requirement for performance and payment bonds on projects exceeding $50,000 suggests individual school projects may approach or exceed that threshold.
