About this opportunity

The Town of Guilford, Connecticut is issuing an Invitation to Bid (ITB) for the purchase of fuel commodities during Fiscal Year 2026-2027 (July 1, 2026 through June 30, 2027). The procurement seeks competitive bids for three distinct fuel types: ultra-low sulfur diesel fuel (approximately 110,500 gallons), No. 2 heating oil (approximately 43,000 gallons total, with 32,000 gallons designated for the Board of Education and 14,000 for Town buildings), and 87 octane unleaded gasoline (approximately 75,000 gallons). Bidders may submit proposals for one or more fuel commodities, and the Town reserves the right to award separate contracts to different vendors for each commodity type. Sealed bid proposals are due on Tuesday, November 4, 2025 at 9:30 a.m. EST at the Office of the First Selectman, Town Hall, 31 Park Street, Guilford, Connecticut 06437, with the bid period opening October 21, 2025 at 7:00 a.m. EDT. No bidders' conference, pre-bid meeting, or Request for Information (RFI) period is scheduled. Bidders must submit pricing using one of three available pricing structures: fixed cost per gallon, price differential per gallon over New Haven Harbor Low price as posted in the Journal of Commerce, or price differential with an option to lock in a fixed price during the contract period. Qualified vendors must be established fuel dealers and distributors with a minimum of two years of operational history and at least one fuel terminal located within Connecticut, with all delivery trucks equipped with certified, sealed meters and ticket printers providing itemized delivery receipts. Award decisions will be based on overall cost effectiveness, vendor past performance, product availability, delivery capability, and ability to service routine and emergency requests, and a bid bond or cashier's check of $1,000 is required with submission.

The procurement has no identified set-aside designations or restrictions limiting organizational types that may respond; all eligible vendors meeting the stated qualifications may participate. The Town does not disclose an estimated total procurement value in the solicitation documents. Upon award, vendors must submit a Certificate of Insurance, W-9, Electronic Funds Transfer (EFT) authorization, vendor references, affidavits, and Journal of Commerce documentation. All applicable taxes, including LUST, Federal Spill Fund Recovery Tax, Connecticut Gross Receipts Tax, and NORA taxes (where applicable), are excluded from bid prices and remain the Town's responsibility. Vendors are responsible for all spills, tank overfills, product quality compliance, emergency delivery within 24 hours if declared by officials, and maintaining 24/7 emergency contact availability. Tank locations for fuel delivery are specified on pages 19 and 20 of the original bid documents. Interested parties should direct inquiries to Darlene Minore at Guilford Town Hall, 31 Park Street, Guilford, Connecticut 06437, by telephone at 203-453-8027, fax at 203-453-8218, or email at minored@guilfordct.gov.
