About this opportunity
The City of Riviera Beach and the Riviera Beach Community Redevelopment Agency (CRA) are soliciting bids on comprehensive repairs, maintenance, and improvements to four existing kiosks in Bicentennial Park under ITB 26-017, with bids due June 18, 2026 at 2:00 p.m. ET via BidNet. A local-vendor preference applies: a local business with a permanent physical location within city limits for a minimum of twelve months receives preference up to $25,000 above non-local bids. An SBE participation goal of 15 percent is established; contractors must demonstrate good faith efforts toward this goal.
The kiosks support water-related recreational uses and have experienced structural wear and material deterioration from coastal and marine environmental conditions. Scope includes site and exterior condition improvements, structural and carpentry repairs, door and window replacements with hurricane impact-resistant doors, flooring and interior work, electrical and circulation upgrades, exterior painting, Wood Destroying Organism (WDO) inspections, and beach sand restoration. All materials must be hurricane-rated, marine-grade, and moisture-resistant.
The contract is a one-time fixed project with substantial completion required within 105 calendar days and final completion within 210 calendar days from receipt of the Notice to Proceed. A bid bond equal to 5 percent of the total bid amount is required. The awarded contractor must furnish performance and payment bonds equal to 100 percent of the contract value within ten calendar days of notice of intent to award. Liquidated damages are assessed at $1,000 per calendar day for delays beyond the specified completion date. The contractor must maintain Commercial General Liability ($1,000,000 each occurrence/$3,000,000 annual aggregate), Business Automobile Liability ($1,000,000 combined single limit), and Workers' Compensation coverage per Florida Statute Chapter 440.
A non-mandatory pre-bid meeting and site walk-through is scheduled for May 28, 2026 at 1:00 p.m. at Riviera Beach Marina Event Center, 190 E 13th Street, Riviera Beach, Florida 33404. Questions are due June 2, 2026 at 5:00 p.m. ET. Award will be to the lowest responsive and responsible bidder subject to the local-vendor preference.
