About this opportunity
The Port of Stockton is requesting sealed bids for berth bed leveling operations at dock berthing areas on its east and west complexes, with bids due August 20, 2026 at 3:00 p.m. PST. Bidders must hold a California "A" Contractor License, and all personnel must obtain Transportation Worker Identification Credentials (TWIC) from the Transportation Security Administration — both are hard eligibility filters.
The scope consists of mechanical bed leveling using drag bar or similar equipment to redistribute in-place sediment and achieve design bottom elevations within defined dock footprints. No dredging or off-site sediment disposal is included. The Port retains sole discretion to approve proposed equipment and may reject bids that do not satisfy project requirements. Work must be completed by October 31, 2026.
Bidders submit bids on two line items: Mobilization and Demobilization and Drag Bar Bed Leveling. The lowest combined total bid price determines the apparent low bidder. Bid security of 10 percent of the total bid price (cashier's check, certified check, or surety bond) is required. Upon award, the successful bidder must execute a Construction Performance Bond and Construction Labor and Material Payment Bond, each equal to the contract price. Insurance requirements include Marine General Liability or Commercial General Liability (no waterborne exclusions) at $5,000,000 per occurrence, Automobile Liability at $5,000,000, Workers' Compensation at statutory limits, and Contractors' Pollution Legal Liability at $1,000,000 per occurrence.
Prevailing wage laws apply. All subcontractors performing work exceeding 0.5 percent of the total bid amount must be listed. Contractor questions are due August 6, 2026 at 5:00 p.m. PST; final response addenda will be issued by August 11, 2026. The Port will not hold a pre-bid conference but may schedule site visits at its discretion with no invasive testing permitted. Notice of Intent to Award is scheduled for August 21, 2026, with anticipated Notice of Award on September 9, 2026 and contract execution by September 23, 2026. The bidder is responsible for furnishing all applicable permits prior to work commencement; actual permit costs will be reimbursed upon receipt of documentation.
Opportunity text
Description of Work: The Port of Stockton is proposing to conduct berth maintenance through bed leveling operations of dock berthing areas on the Ports east and west complexes. This Work is intended to restore and maintain the required elevations shown in the drawings by redistributing sediment within the berth footprint. The Project will consist of mechanical bed leveling (knockdown) using a drag bar or similar equipment to flatten localized high spots and achieve the design bottom elevations within the defined dock area footprint, subject to Port approval. No dredging or off-site disposal of sediment is anticipated under this contract. All operations shall be performed using equipment of sufficient size and capability to complete the work within the designated Work windows. The Port retains sole discretion to determine whether the proposed equipment meets project requirements and may reject any bid that does not satisfy these criteria. Bed leveling activities shall involve the in-place redistribution of sediments only. Sediment shall be leveled and spread within the authorized work areas to achieve the required grades. No hydraulic or mechanical transport of sediment to upland placement sites is included as part of this Work unless otherwise directed by the Port.
