About this opportunity
The Arizona Department of Transportation (ADOT) Southeast District is requesting sealed bids on a 14.23-mile pavement rehabilitation project on Interstate 10 in Cochise County from milepost 377.0 (San Simon) to milepost 391.23 (New Mexico State Line), with bids due August 14, 2026 at 11:00 a.m. MST. Bidders must be prequalified by ADOT and included on the project Plansholder List as Prime Contractors — a mandatory eligibility gate.
The scope consists of milling and replacing asphalt concrete pavement, guardrail installation, drainage improvements, and miscellaneous construction work across 380 working days. Lane closures are restricted to sunrise to sunset Monday through Thursday and sunrise to noon on Fridays, with no weekend closures during SMA paving operations. The project is subject to Title VI of the Civil Rights Act, DBE provisions, and federal equal employment opportunity requirements. Contractors must comply with environmental regulations including stormwater pollution prevention, erosion and sediment control, and migratory bird protection. Coordination with adjacent construction and the New Mexico Department of Transportation is required due to proximity to the state line. Work must align with standard ADOT 2021 specifications, April 2025 traffic control guidelines, and the 2023 Manual on Uniform Traffic Control Devices.
The programmed contract amount is $64 million. Liquidated damages for failure to complete on time range from $10,550 to $38,400 per working day depending on contract value, with additional penalties of $44,333 per day per mile for failure to open traffic lanes as scheduled. Bidders must submit a proposal guaranty equal to 10 percent of the bid amount and provide Performance and Payment Bonds, each at 100 percent of the bid amount, plus an Insurance Certificate. Questions must be submitted through Bid Express at least three working days prior to bid opening.
