About this opportunity

The City of Philadelphia is soliciting quotes for Benchmark Analytics services under a Small Order Purchase (SOP) contract, with quotes due August 21, 2026. The contract is structured as a Firm Limit Delivery and Requirements Contract with a maximum annual value not to exceed $99,000, adjusted annually by the percentage increase in Consumer Price Index for All Urban Consumers (CPI-U) from January 1, 2020 to the most recently published figure, rounded to the nearest thousand dollars.

All deliveries must be completed as inside deliveries to a designated loading dock; drop shipment is not acceptable. The vendor must provide cost for installation and configuration unless otherwise directed by the City. Vendors must submit product literature at the City's request.

The contract term is one year from the effective date with the option to renew for up to three additional one-year periods, for a maximum of four years total. Quotes must be submitted electronically through PHLContracts by authorized company representatives who have completed and signed a Consent and Authorization Agreement. Quote prices must be net and exclusive of taxes; the City is exempt from federal excise, transportation, and Pennsylvania Sales and Use Taxes. All quoted prices must remain valid for 60 days from submission, and no price modifications are permitted after bid opening.

The City reserves the right to reject any or all quotes, accept quotes from multiple sellers, or accept quotes on individual items without committing to all items quoted. Award decisions will be made within 60 days of submission. Issuance of a Purchase Order constitutes a binding contract.

Insurance requirements include Workers' Compensation at statutory limits, General Liability with a $500,000 per occurrence limit, and Automobile Liability with a $300,000 per occurrence limit. The seller must comply with all applicable nondiscrimination requirements, Philadelphia tax ordinances, and certify that neither the seller nor its parent or subsidiary companies are indebted to the City for delinquent taxes or other obligations. Payment is contingent upon City approval of delivered products and services.
