About this opportunity
The County of Orange, Orange County Community Resources, is soliciting competitive bids for outdoor park furniture through Invitation for Bid (IFB #IFB 23-000112). The procurement encompasses leaf green metal slat park chairs (20 units), 1969 leaf green metal slat park benches measuring 6 feet long with backrests and armrests (10 units), and 28-inch diameter by 40-inch tall leaf green vertical-slat park trash receptacles with liners (10 units), all items matching in design, material, and finish. The furniture will be installed at Mile Square Regional Park's Adventure Play Area with a ribbon cutting ceremony scheduled for early fall 2026. Eligible bidders must possess a valid California State Contractor's License, proof of registration with the California Secretary of State, a valid D-U-N-S number, a Unique Entity Identifier (UEI) number, and current SAM.gov confirmation of no active exclusions. Bid submission is mandatory through the County's online eProcurement Portal at https://procurement.opengov.com/portal/ocgov, with bids due by April 6, 2026, at 2:00 PM; questions and clarification requests must be submitted through the portal's Question & Answer section by Friday, March 27, 2026, at 2:00 PM. The County requires firm, fixed pricing for all line items, and bid validity extends for 365 days following the IFB closing date, during which the County reserves the right to make multiple awards, reject any or all bids, and defer award for up to 180 days.
The County extends a five percent (5%) evaluation preference (with a maximum allowable deduction of $100,000) to confirmed Orange County Local Small Business (OCLSB) or Disabled Veteran Business Enterprise (DVBE) certified bidders; if an OCLSB or DVBE bidder is the lowest responsive bidder, the contract will be awarded at their original bid price. All bidders must provide certifications regarding debarment, conflict of interest disclosures, litigation history, and the Levine Act Campaign Contribution Disclosure Form, along with at least three references detailing past performance, corporate and local business addresses, and proof of active business registration with the California Department Justice. Upon contract award, the successful bidder must submit required documentation including certificates of insurance and W-9 forms within seven days and comply with Labor and Material Payment Bond and Performance Bond requirements as specified in the solicitation documents. No substitutions are permitted without prior County written approval, and all items must comply with detailed specifications outlined in the Scope of Work. The solicitation documents do not identify a specific budget value or award amount; however, the County's procurement method and evaluation criteria suggest a competitively awarded contract with pricing determined by responsive bids received.
