About this opportunity
The Commonwealth of Pennsylvania Department of Conservation and Natural Resources (DCNR), Bureau of State Parks, is issuing an Invitation for Bids (IFB) for the procurement of materials to furnish four (4) floating dock systems at Beltzville State Park in Lehighton, Pennsylvania (Carbon County). The procurement requires vendors to supply eight (8) dock sections measuring 8' X 20', four (4) aluminum gangways of 3' X 16', four (4) gangway piano hinges, four (4) pipe bracket kits, four (4) pipe/PVC covers, forty (40) 10-inch cleats, rub rails to encase each dock completely, and decking of 5/4" wood-free composite in brown or gray color, with flotation casings requiring Army Corps of Engineers approval and a 15-year warranty. The primary objective is to replace existing docks at the park located at 2950 Pohopoco Drive, Lehighton, PA 18235-8905. This is a supply and delivery only contract; installation, assembly, and anchoring will be performed by Commonwealth staff. Vendors must submit bids electronically via the PA Supplier Portal (www.pasupplierportal.state.pa.us) by the April 17, 2026 due date, with no pre-bid conference scheduled but written questions permitted prior to bid opening. The contract term commences upon execution of the Purchase Order and Notice to Proceed, with completion required by May 31, 2026, and all materials must be delivered within thirty (30) days of the Purchase Order effective date on an F.O.B. Destination basis. Evaluation will be based on the lowest responsive and responsible bidder, with awards potentially made by line item at the Commonwealth's discretion. All materials must be new or remanufactured unless otherwise specified, and vendors must warrant all items for one year following delivery and acceptance. Additionally, the Department reserves the right to request three (3) references prior to contract award as proof of qualifications for similar work involving prefabricated or component-based systems delivery.
The Commonwealth of Pennsylvania promotes participation through its Small Business Procurement Initiative, which allows small businesses (for-profit, independently owned entities with no more than 100 full-time equivalent employees and no more than $47 million in three-year average gross revenues) and Small Diverse Businesses to self-certify and compete for opportunities. The Reciprocal Limitations Act establishes preference requirements favoring Pennsylvania-manufactured supplies and Pennsylvania resident bidders, with preference percentages ranging from 2% to 15% depending on the state of origin, and bidders must complete and submit the Reciprocal Limitations Act form identifying the state of manufacture for all items. All vendors must be registered in Pennsylvania's Vendor Master file to receive contract awards and must execute the Worker Protection and Investment Certification Form (BOP-2201), certifying compliance with Pennsylvania's Unemployment Compensation Law, Workers' Compensation Law, and thirteen enumerated state labor and workforce safety laws. Subcontracting is prohibited without written approval from the Park Manager. No incumbent vendors or current contractors are identified in the procurement documents, and no specific award value or budget range is disclosed. Bidders should direct technical questions to Cody Miller at 610-714-9692 or coamille@pa.gov, and contracting or bidding procedure questions to Michelle Pritts at 717-772-0299 or mpritts@pa.gov.
