About this opportunity
The Fort Valley Utility Commission is soliciting sealed bids for the Crestwood Drive Gas Main & Service Replacement Project, a construction and installation procurement located in Fort Valley, Georgia within Paulding County. The project entails replacing approximately 1,700 linear feet of 2-inch steel gas main with 2-inch polyethylene (PE) gas main and installing 12 residential gas service connections (6 long-side and 6 short-side configurations) on Crestwood Drive. Additional work includes installing one 2-inch tapping tee connection to the existing 4-inch steel gas main, installing a 2-inch PE ball valve with valve box, capping and deactivating the existing 2-inch steel main after new services become operational, and installing three pipeline markers with locating wire access points. The contract duration is 90 calendar days from Notice to Proceed for substantial completion and 120 calendar days for final completion, with liquidated damages assessed at $1,000 per day for delays beyond each milestone. Qualified contractors must hold a valid utility contractors license, demonstrate E-Verify compliance, possess appropriate insurance coverage, and submit a summary list of employees with task assignments and current operator qualification expiration dates under the Gas Piping Association OQ Plan. Sealed bids must be received by Wednesday, April 15, 2026 at 10:00 a.m. at the Fort Valley Utility Commission Administration Office, 500 Anthoine Street, Fort Valley, Georgia 31030, with a mandatory prebid meeting scheduled for Wednesday, March 25, 2026 at 10:00 a.m. at the same location. All bids must be accompanied by a bid bond equal to at least 10 percent of the bid amount and must comply with CFR Title 49 Part 192 minimum federal safety standards for natural gas pipelines. Electronic bid documents and construction specifications are available from Jason Baker at Sapp Engineering & Services, the project engineer, via tjbaker@sappengineering.com or 229-563-6635.
The procurement documents do not identify any specific set-aside designations for disadvantaged enterprises, minority-owned businesses, or other protected classifications. There are no incumbent vendors or current contractors listed in the available documentation. The successful bidder will be required to furnish both a Performance Bond and a Payment Bond, each in the amount of 100 percent of the contract amount, indicating a significant financial commitment. Bids will remain subject to acceptance for 60 days after bid opening. The project involves integration with existing infrastructure, specifically a 4-inch steel gas main to which the new 2-inch PE main will be connected via a tapping tee. While specific budget ranges or award values are not provided in the procurement documents, the requirement for performance and payment bonds at 100 percent of contract value and the substantial scope of work involving 1,700 linear feet of main replacement and 12 service installations suggests a contract of considerable value. The Fort Valley Utility Commission reserves the right to reject any or all bids and to waive formalities and re-advertise if necessary.
