About this opportunity
Pennsylvania's Department of General Services is soliciting bids for improvements to the Beaver County Maintenance Facility located in Ringtown Borough through a standard low bid procurement process. This project encompasses general, HVAC, plumbing, and electrical construction work across multiple contract packages. The General Construction contract (.1) carries an estimated range of $1,000,000 to $2,000,000, the Plumbing contract (.3) ranges from $800,000 to $900,000, and the Electrical contract (.4) ranges from $300,000 to $400,000. Bidders for the General, Plumbing, and Electrical contracts must be certified small businesses with the Department of General Services, as these are designated as Small Business Reserve Construction Contracts. Liquidated damages are assessed at $750 per day for the General Construction contract and $500 per day for both Plumbing and Electrical contracts. The bid submission deadline is Wednesday, May 27, 2026, at 11:00 a.m., with no bid guaranty required. A mandatory pre-bid conference will be held on Thursday, April 30, 2026, at 10:30 a.m. at the Beaver County Maintenance Facility located at 155 Stewart Ave, Rochester, Pennsylvania 15074.
The General, Plumbing, and Electrical construction contracts are restricted to Department of General Services certified small businesses, limiting competition to organizations meeting this qualification requirement. While the Department of General Services Capital Programs and the Bureau of Diversity, Inclusion and Small Business Opportunities identified the procurement as potentially eligible for Small Diverse Business (SDB) and Veteran Business Enterprise (VBE) participation goals, no such goals were formally set for these contracts as none individually meet the $600,000 threshold required to trigger SDB or VBE goal establishment. Bidders are required to either meet any applicable SDB and VBE participation goals in full or demonstrate good faith efforts toward those goals. No points will be allocated toward SDB or small business participation in the evaluation process. The total project value spans approximately $2.1 million to $3.3 million across all three contract packages.
