About this opportunity
Collier County Board of County Commissioners Procurement Services Division is soliciting qualifications for a pool of vendors to provide beach maintenance and related activities services on an as-needed basis, with qualifications due November 12, 2026 at 3:00 p.m. and a pre-proposal conference scheduled for October 27, 2026 at 2:00 p.m. in Naples, Florida. Pricing is not submitted with initial qualifications and will not be evaluated during selection; instead, the County will solicit quotes from the pool for individual work orders, with awards made to the lowest responsive and responsible quoter.
Vendors must hold a current and valid State of Florida General Contractor License or Marine Contractor License. The scope encompasses beach cleaning, surface maintenance, access point and walkover services, signage and appurtenance services, vegetation management, sand management, waterway and channel maintenance, non-structural stabilization and erosion control, drainage maintenance, and emergency response services across County-designated beaches, parks, dune systems, and coastal locations within Collier County. Work is performed on an as-needed basis in support of public safety, coastal resilience, environmental stewardship, and navigability.
The contract term is three years with two one-year renewal options. The County historically has spent approximately $500,000 annually on these services, though this may not be indicative of future spending. Quotes exceeding $200,000 require payment and performance bonds. Emergency work may be assigned outside standard quoting procedures when immediate response is required, with emergency labor and equipment rates negotiated following qualifications-based selection.
Evaluation on a 100-point scale addresses cover letter and management summary (10 points), firm experience and capacity (30 points), firm responsiveness (25 points), and emergency response plan (35 points). Proposals must be submitted online via the Collier County Procurement Services Division Online Bidding System. The solicitation is grant-funded and may support work eligible for reimbursement through FEMA, the Florida Department of Environmental Protection, or other applicable state or federal grant programs.
