About this opportunity
The State of Maryland Department of Transportation (SHA) is soliciting consultant proposals for construction inspection services covering structural repairs and rehabilitation of fixed and movable bridges, culverts, retaining walls, and other structures statewide, with proposals due December 2, 2026.
SHA may award up to four open-ended, task-order-based contracts, each with a maximum five-year duration. The total funding authority across all four contracts shall not exceed $24 million. This is a statewide engagement with no geographic restriction on performance.
The scope requires construction inspection services for structural repairs and rehabilitation. Personnel classifications and staffing expectations are defined by Maryland's Transportation Engineering Technician III, IV, and V job classifications. These positions require high school diplomas or equivalents, with substitution pathways through associates degrees in engineering, construction management, or surveying (satisfying up to two years of required experience). Experience requirements range from three years (Technician III, journey level) through eight years (Technician V, senior project management). Specific certifications may be required depending on assignment: motor vehicle operator's licenses, Commercial Driver's Licenses, NICET certification, FHWA bridge-inspection certification, American Society for Non-Destructive Testing certifications, and field testing certifications for concrete, soil, aggregate, and asphalt. All personnel must demonstrate proficiency with Computer Aided Design and Drafting software and knowledge of engineering principles and standards. Employees designated as "Essential Employees" are subject to statewide assignment and availability requirements.
The task-order-based contract structure allows SHA to distribute work across multiple awardees and to scale engagement based on project need without a single contract value commitment. No incumbent is identified.
